BERLIN -- German Foreign Minister Klaus Kinkel said Monday he did not expect the shooting down of four military aircraft by NATO forces in Bosnia to lead to an escalation of the Balkan conflict.
'This may be the first NATO military operation, but I do not believe it will lead to more,' said Kinkel in remarks made in Brussels.
The incident showed Serbs that violations of the U.N. flight-ban in Bosnian airspace would no longer be tolerated, said Kinkel.
Germany's opposition, the Social Democratic Party warned, that military action always carries the danger of escalation.
