Text of Soviet resolution on presidency

MOSCOW -- The Soviet Parliament voted 347-24 Tuesday to approve the following resolution, signed by Soviet leader Mikhail Gorbachev, to create a presidential system:

'The U.S.S.R. Supreme Soviet resolves:

'1. To recognize the essential need to establish the post of president of the Union of Soviet Socialist Republics.

'2. To accept as its basis a law on the establishment of the post of president of the U.S.S.R. and the submission of corresponding changes and supplements to the Soviet Constitution.

'3. To entrust the presidium of the Supreme Soviet, together with the committees of the Supreme Soviet and permanent commissions of the chamber, to work up a draft of the indicated law, taking into account the suggestions and observations expressed at the session of the Supreme Soviet.

'4. To submit the draft law on the institution of the post of president of the U.S.S.R. and the corresponding changes and supplements to the Soviet Constitution for the purview of the special third session of the Congress of Soviet People's Deputies.'
