WORCESTER, Mass. -- Former Boston Celtics star Dave Cowens has stepped down as head coach of the Continental Basketball League's Bay State Bombardiers.

Mauro Panaggio, who coached the Rochester Zeniths from 1978 to 1983, was named to replace Cowens.

Bombadiers owner John Ligums told a news conference Wednesday that Cowens and he agreed the former Celt would not return.

'He didn't quit and I didn't fire him,' Ligums said.

Cowens was named coach last season after Ligums moved the franchise from Brockton. Under Cowens, the Bombadiers compiled a 20-28 record, finishing the 1984-85 season a half-game out of last place.

Cowens did not reveal his future plans.
