WASHINGTON -- Sen. Nancy Kassebaum, R-Kan., said Friday the administration's decision to increase the number of U.S. military advisers in Honduras could spread the conflict now under way in El Salvador.

'Training Salvadoran soldiers in Honduras on any scale would only seem to embroil a relatively peaceful nation in the Salvadoran conflict,' said Mrs. Kassebaum, a member of the Senate Foreign Relations Committee.

'We would only be stirring the cauldron of regional strife.'

'Given the use of Honduran territory by Nicaraguan guerrillas, I question whether it is sensible and constructive for Honduras to be further enticed into regional conflict,' she said.

Mrs. Kassebaum said the administration plan 'seems to fly in the face of congressional intent' because the Foreign Relations Committee has specified that training of Salvadoran troops outside of El Salvador take place in the United States.

'That was stated to avoid embroiling other nations in the conflict,' she said.
