The award was established to honor Charles M. Schulz on the 30th anniversary of his comic strip, 'Peanuts.'

Kolsti will receive $2,000 and a plaque while joining other winners of Scripps-Howard competitions at an awards luncheon in Cincinnati on April 7.

Kolsti, 28, was graduated in 1976 from Kansas State University. He worked as a part-time paste-up artist with the Sun Publications in Overland Park, Kan., then joined the Dallas Morning News in 1977 as a photo retouch artist.

Last year, Kolsti became a full-fledged cartoonist and currently averages four political illustrations-cartoons per week.

Richard Codor, a free-lance artist from New York, won the first Schulz Award.

Judges for this year's award were Schulz; Roy Paul Nelson, professor of journalism at the University of Oregon; and Phyllis Singer, assistant managing editor-features, Newsday.
