MELBOURNE, Australia -- In the middle of a review of world politics and the threat of confrontation between the super powers, Tanzanian President Julius Nyerere quoted an African proverb to the Commonwealth conference Thursday:

'When elephants fight, it is the grass that suffers.'

Singapore's Prime Minister Lee Kuan Yew quipped:

'When elephants make love, the grass suffers, too.'
