ST. LOUIS, Nov. 5, 1972 (UPI) - Sen. George McGovern charged Sunday that President Nixon was "a kind of Roman emperor" in ignoring Congress and had played "fast and loose" with the desire of the American people for peace. "I don't think the President ought to rule as a kind of Roman emperor who ignores the wishes of Congress, who counts American forces without so much as a glance across Capitol Hill, who vetoes the hard work of Congress," McGovern said.
