LONDON, Jan. 23, 1924 (INS) - Leon Trotsky, people's commissar for war in the Russian government, summoned a council of war today to deal with any emergency which may arise from the death of Lenin, said a Central News dispatch from Copenhagen, quoting advices received there from Moscow.
Trotsky conferred with Leo Kamenev and Budenny and Sapronoff, three powerful leaders of the Communist party.

It was decided to summon the chiefs of the army to meet the cabinet for a general discussion of measures to be taken if a counter revolution breaks out.
