Voter registration closes on Oct. 6 in Virginia. Some legal experts say some county registrars and the State Board of Elections are misleading youth voters.
A questionnaire on the Virginia State Board of Elections website asks college students about their tax dependency status and financial aid. But Jon Greenbaum, director of voting rights at the Lawyers Committee for Civil Rights, says the survey creates discrimination.
"The Supreme Court has found that questionnaires or things that you ask one group of voters to do and not another group of voters to do can violate the Constitution," Greenbaum said.
About a month ago, Greenbaum asked the Board to take it down. The Board decided to modify the document, but Greenbaum said questions asking about financial status and tax dependency are irrelevant. College students are allowed to register to vote on campus.
"The IRS has said where you register to vote really doesn't make a difference in terms of whether you're a dependent."
