Xie Zhenhua was born in Tianjin. He graduated from the of Tsinghua University with an Engineering Physics degree. Xie is currently Vice Chairman of the National Development and Reform Commission

He was the lead negotiator for the People's Republic of China at the 2009 United Nations Climate Change Conference in Copenhagen, Denmark.
