Robert Ruhl Simmons (born February 11, 1943), American politician, was a Republican member of the United States House of Representatives from 2001 to 2007, representing the 2nd Congressional District of Connecticut. Simmons is currently a candidate for the U.S. Senate, against Democratic Senator Chris Dodd in 2010.

Born in New York City, Simmons attended Haverford College, graduating in 1965.

Simmons enlisted in the United States Army as a Private, serving in active duty from 1965 to 1969. Simmons graduated from Infantry Officer Candidate School in 1967, and spent 19 months in Vietnam during the Vietnam War where he earned two Bronze Star Medals.
