MOSCOW, June 26 (UPI) -- While U.S. experts express concern over Russia's nuclear weapons modernization program, their Russian counterparts are voicing alarm that they believe they are falling dangerously behind in the 21st century strategic arms race.

MOSCOW, June 25 (UPI) -- U.S. Defense Secretary Robert Gates said in his recent address to officers at Langley Air Force Base in Virginia that Russia was focused on strengthening its nuclear capabilities rather than building up its regular armed forces, which makes maintaining the U.S. nuclear arsenal increasingly important.

WASHINGTON, June 5 (UPI) -- Gen. Nikolai Makarov has replaced tough, old Gen. Yury Baluyevsky as the chief of staff of Russia's armed forces and has been tasked with rapidly modernizing them -- but the odds are against him.
