General Hermogenes C Esperon, Jr. is a retired general and the former Chief of Staff of the Armed Forces of the Philippines and the former Vice - Commander of Presidential Security Group. After retiring from the AFP, he took the position as President Gloria Macapagal-Arroyo's adviser on the peace process in Mindanao.Social integration program for repentant rebels. As peace adviser, Esperon created the "Social Integration Program" for rebels, which he called: “pagbabalik loob ng dating nasa labas.”

As a 4-star general and Gloria Macapagal-Arroyo’s longest serving military top-brass (Chief of Staff, AFP), Esperon was accused of being involved in the alleged massive electoral fraud in the Philippine general election, 2004. He was called "Garci General" for his supposed role in the Hello Garci scandal..However, his involvement with the scandal has not been proven.
