Doug Allen is an American underground cartoonist. He is best-known for the angry character of his self-syndicated weekly comic strip Steven, which ran first in Providence, Rhode Island's New Paper, and later in many other alternative weekly newspapers across the country from 1980-1994. A series of Steven "best of" compilation books were published by Kitchen Sink Press in the late 1980s and early 1990s, and the character was also successfully franchised into a line of t-shirts, coffee mugs, buttons, a Steven doll, and more.

He also produced a series of comics called Idiotland published by Fantagraphics with Gary Leib featuring grotesque characters in absurd situations.

Allen, who now lives in New York City, founded Twinkle animation studios in 1993 with cartoonist Gary Leib.
