Kelly, 35, of Buffalo, New York, right, and his U.S. Coast Guard counterpart Boatswain's Mate Third Class, David Jenkins, 25, of Pittsburgh, Pa. ride aboard the 27-foot Sea Ark patrol boat patrolling the Niagara River on Jan. 21, 2002, looking for any terrorist related activity. Since Sept. 11th, patrols along the river are now year round with increased daily patrols in the regions frigid waters. Kelly and Jenkins are wearing a specially made survival suits that will sustain them for hours in the 35 degree waters if the need arrives. cc/cc/Chris Corder UPI
