LAP99090601 - 06 SEPTEMBER 1999 - LOS ANGELES, CALIFORNIA, USA: Henry Cisneros, pictured, a former Cabinet officer in the Clinton administration, will go on trial today, September 6, in what is almost certain to be the last major trial of the two-decades-long grand experiment of the independent-counsel law. Cisneros, a former mayor of San Antonio who was once believed to have a bright political future, faces 18 felony counts on charges that he lied to federal investigators about the amount of money he paid over the years to a former mistress in Texas. The prosecutor in the case, David Barrett, has spent an estimated $10 million over four years. Cisneros could face up to 90 years in jail if convicted. jr/Jim Ruymen UPI
