Members of the House and Senate where there to introduce bicameral homeland security legislation that would establish a cabinet-level Department of National Homeland Security and for the White House to develop and coordinate a national strategy to combat terrorism. Attending members were Sen. Joeseph Lieberman (D-Conn), Arlen Spector (R-Penn), Rep. Ellen Tauscher (D-Ca), Rep. Mac Thornberry (R-Tex), Rep.
