In documents obtained by ABC News, the 45-year-old actress accuses her sister, singer Wynonna Judd, of placing the device on the car or hiring someone to do it for her. Authorities then tracked the GPS to a private investigator working for Wynonna.
Wynonna then called police and said she had given the device to her ex-husband Arch Kelley, who she claims put the device on the car. Kelley denied the claims.
The report also noted that the Judds are involved in some kind of custody dispute over an unnamed female driver of the car. Police found no more leads and declared the case inactive.
The Judd women have a notoriously volatile relationship, which came to a head when Ashley published a 2011 memoir, in which she described a childhood marred by incest, abuse, depression and loneliness. Wynonna didn't invite Ashley or their mother Naomi to her 2012 wedding to Cactus Moser, though all three women had homes on the family's sprawling Tennessee property.
Wynonna and Ashley appeared to have patched things up, however, when Wynonna told Us Weekly earlier this year that she would vote for her sister in a potential 2014 Senate bid.
"Of course I'd vote for her!" Wynonna said. "I don't agree with anything she says half the time. We're so different. But I love my sister. I am for Ashley."
