Toronto Mayor Rob Ford explains new, violent video rant: 'I was very, very inebriated'

New video has emerged of embattled Toronto Mayor Rob Ford in what appears to be a drunken rage.

(UPI) -- Toronto Mayor Rob Ford has had a really bad week.

Just days after the 44-year-old Canadian mayor admitted to smoking crack cocaine "in a drunken stupor," new video shows an irate and occasionally incoherent Ford spouting profanities and threatening murder.

The Toronto Star, which previously obtained video of Ford smoking crack, published a second video on Thursday showing the mayor in a drunken tirade.

“I’m gonna kill that f***ing guy. I’m telling you, it’s first-degree murder,” Ford says on the cell phone footage (the target of his anger remains unclear). "I need f***ing 10 minutes to make sure he's dead."

“I’ll rip his f***ing throat out. I’ll poke his eyes out," he adds. "I’ll make sure that motherf***er’s dead."

“All I can say is, again, I’ve made mistakes," Ford told reporters shortly after the video was posted. "I just wanted to come out and tell you I saw a video. It’s extremely embarrassing. The whole world’s going to see it. You know what? I don’t have a problem with that.”

"Obviously, I was extremely, extremely inebriated," he added.

Star Editor Michael Cooke has said he doesn't know who was able to take the video.

“If I knew the kind of person or the rank of the person or what his job was, I would tell you. We don’t know. But the truth is, as the whole world is now watching, the video speaks for itself," Cooke said.

Ford, who's up for reelection in 2014, has refused to resign in the wake of the scandal. He cannot be removed from office unless he's convicted of a crime.
