Tropical depression Manuel struck the Pacific coastal state of Guererro, killing at least 16, while Hurricane Ingrid killed at least six people in the eastern states of Hidalgo and Puebla, Luis Felipe Puente, of Mexico's civil protection agency, said.
In Guerrero, six tourists from Mexico City were killed when the severe weather caused a car accident. Three people in Hidalgo died when their vehicle was swept away by floodwaters, and three others in Puebla died when a house was buried by a mudslide.
Hurricane Ingrid was expected to remain a Category 1 storm as it made landfall Monday morning, and officials anticipated it would strengthen slightly from its maxiumum sustained winds of 75 mph.
Emergency crews used boats to deliver medical supplies to people stranded by roads made impassable by mudslides and washouts, while more than 50 shelters had been set up for people whose homes had been damaged or collapsed.
