"As the fire was being extinguished, the staff found a room cut off by the fire," press service of the Emergencies Ministry for the Moscow region said. "Fire-fighters broke through the wall and found 16 bodies there."

According to RT, the 16 people inside the building died and one more person died after being sent to the hospital.

"We couldn't save some of the workers because they went to a remote room from which you can't escape, and died inhaling combustion gases," Leonid Belyayev, vice head of the Moscow Emergencies Ministry said.

Moscow officials said all of the victims of the fire were from the former Soviet republic of Kyrgyztan.

The Directorate of the Russian Emergencies Ministry sampled air from the area and found the fire was started by a lamp.
