About 10 cellphones were seized in Thursday's arrest, but no explosives or weapons were found.

Belgium has been a central point of the investigation into the explosions and massacre on a single night at a Paris sports stadium, a concert hall and a street of restaurants. Two suicide bombers involved had been living in Belgium.

Meanwhile, the Brussels City Council announced the cancellation Wednesday of the city's New Year's Eve fireworks display at the Place de Brouckere, citing concerns over terrorism. On Thursday, a hearing for two men identified as Mohamed Karay, 27, and Said Souati, 30, accused of plotting a New Year's Eve terrorist attack, was scheduled.
