HOLYROOD, Scotland, Nov. 26 (UPI) -- Representatives from Scotland's main political parties have hashed out the details of a new set of powers to be granted to the Scottish Parliament.
The so-called Smith Commission, led by Lord Smith of Kelvin -- also known as Robert Haldane Smith -- is expected to recommend the details of these new powers in a report Thursday.
The new recommendations include:
-- lowering the voting age in Scotland to 16.
-- devolving control over income tax rates to the Scottish Parliament, though tax on unearned income will remain under the control of Westminster.
-- granting Holyrood control over some welfare benefits like the winter fuel allowance, though pensions and child benefits will remain under the control of Westminster.
-- granting Holywood control over its own elections.
These powers were granted to Scotland by British Prime Minister David Cameron as a concession after the country voted to remain a part of the United Kingdom.
