Court blocks extradition of Rwandans wanted in 1994 genocide

PARIS, Feb. 27 (UPI) -- France's highest court has ruled against extraditing three Rwandans wanted for their alleged role in the 1994 genocide.

The court ruled that the men could not be tried for a crime that wasn't legally defined until after the incident took place, the Radio France Internationale reported.

Genocide was made a punishable crime in Rwanda when laws were passed in 1996 and 2004.

Wednesday's ruling overturned an appeals court ruling that was issued in November.

The three Rwandans are Claude Muhayimana, Innocent Musabyimana and Laurent Serubuga, who was the deputy chief of staff of the Rwandan army at the time.

France has been reluctant to extradite Rwandans and the relationship between the two countries has been tense.
