The measure has already been implemented at Moscow's two international airports. The ban includes all beverages, toiletries and cosmetics. Medications deemed critical to a passenger's heath will be allowed but only if declared to security personnel and inspected, RIA Novosti reported.
The measure is one of many Russian officials have enacted in an effort to prevent a terrorist attack at the Games, which begin with an opening ceremony Feb 7.
Officials said it was unclear whether the ban would be lifted once the Olympics and Paralympics end in March.
