Noor Mohammad Noor, spokesman for the Independent Election Commission, said the organizations have named at least 1,400 observers so far, Khaama Press reported.
Speaking at a conference in Kabul, Noor said representatives from the European Union and the eight-member South Asian Association for Regional Cooperation have been invited to monitor voting in the April 5 presidential election.
Governors of a number of provinces have expressed concern the IEC has not properly distributed voter cards.
The Nuristan governor claimed only 16,000 voter cards had been distributed in his province, where there are 70,000 eligible voters.
Similar claims have been made by officials in Daikundi, Bamiya, Ghazni and other provinces.
Noor said the election commission had passed out about 3.5 million voter cards in Kabul and provinces around the country.
