All 13 were found negligent by the criminal investigations department after the fire in November 2012 in the factory in a suburb of Dhaka. The factory made clothes for western distributors.

Many of the dead were so burned they could not be recognized. Another 200 people were injured.

While investigators said the fire was "an act of sabotage," they also said the factory did not have safety measures in place.
