Under current law, prisoners with HIV are not allowed to leave prison unaccompanied.
The new legislation would lift that ban, RIA Novosti reported.
In 2010, 6.5 percent of Russian inmates were HIV positive, Avert, an AIDS prevention organization, said.
The introduction of the law comes after Russia's Health Ministry began allowing individuals with HIV or hepatitis to adopt children, RIA Novosti said.
