Police said she has dialed 110, the police emergency number, on her cellphone, as often as 900 times per day, and generally hangs up with nothing to say.

The online website Japan Today said police visited Monmae at her home on at least 60 occasions. She would talk with them through her building's intercom, requesting them to arrest neighbors or acquaintances, but never explaining why.
