The Montreal Gazette said it is unclear why Budning, a young independent running in the primarily Jewish city, was targeted.
Over a dozen signs were vandalized. One read "Heil Hitler," the Gazette said.
Budning worked for Hampstead for eight years. He is now running for one of the five council seats.
He could not be reached for comment, the Gazette said.
