The lawmaker, Vladimir Zhirinovsky, had called to "block off the Caucasus with barbed wire" during an interview on a Russian televisions program this week, RIA Novosti reported Saturday.
Zhirinovsky, leader of the ultra-nationalist Liberal Democratic Party, said limits should be imposed on birth rates in the region and that the movements of Chechen citizens should be curtailed.
In a statement on Instagram, Kadyrov said Zhirinovsky's comments "insult millions of Russians" and that he would "held accountable."
Kadyrov added he did not think Russian President Vladimir Putin would allow "unleashing interethnic and interreligious conflicts."
