Among those charged is one of Gadhafi's sons, Saif al-Islam, and former intelligence chief Abdullah al-Senussi, both of whom have been indicted by the International Criminal Court for alleged war crimes, the BBC reported.
Only a few of those charged were present in court Thursday for a closed hearing in the case, which will now be transferred to a criminal court in Tripoli.
No further court dates have been scheduled in the case.
