Rescuers were looking for 30 missing people and at least 28 survivors were pulled from the water off the coast of West Java, and were being treated at a hospital in Cianjur, Indonesian government spokesman Martinus Sitompol said Saturday.
The spokesman said it was unclear why the vessel capsized, CNN reported.
"It's possible they ran out of fuel," he said. "It's possible that they didn't know how to man or steer the boat."
Australian media reports said the boat was bound for Christmas Island, where boats carrying immigrants often land.
