The four-story building, which housed the families of 21 employees of the Brihanmumbai Municipal Corp., collapsed about 5:45 a.m. Friday, trapping many people inside, the Hindustan Times reported.
Rescue operations were carried Friday night into Saturday morning.
BMC -- which owns the structure -- blamed the collapse on a decorating firm, which it said had made structural changes to the ground floor.
Officials said they were made aware of the need to make repairs on the building in July. The cost of the renovations had been estimated at $200,000.
