MEXICO CITY, Sept. 16 (UPI) -- At least 21 people died from landslides or building collapses caused by heavy rains from tropical storms Ingrid and Manuel, federal officials in Mexico said.

Luis Felipe Puente, the Interior Ministry's national coordinator of civil protection, said for the first time two weather systems affect both of Mexico's coasts, with Ingrid -- downgraded Monday from a hurricane to a tropical storm -- moving along the gulf and Manuel, which has dissipated, affected the Pacific coast, El Universal reported.

Puente said Guerrero state was among the hardest hit by Manuel and that several airports, including the Acapulco airport, were closed because of damage from mudslides and heavy flooding. He said states of emergency were declared for several states along the Pacific coast.

Pemex said several of its oil platforms and oil wells were closed because of Manuel.

Classes were canceled along both coasts, officials said.

On Mexico's gulf coast, officials said heavy rains from Ingrid isolated several communities.
