The alleged cyberattack was a response to Israeli airstrikes on Damascus, Ynetnews reported.
Yitzhak Ben-Yisrael, chairman of the National Council for Research and Development, said Israel's infrastructure is subject to almost continuous cyberattacks.
He said a group calling itself the Syrian Electronic Army has been responsible for many recent ones.
"They attacked two weeks ago the Haifa water system because they apparently spotted an opportunity, which failed," he said at a meeting in Beersheba.
Haifa Mayor Yona Yahav said he was not aware of the attack Ben-Yisrael described but he said the city is constantly training for emergencies because of its strategic importance.
