The Rodong Sinmnun newspaper said North Korea would eliminate its nuclear program when the rest of the world does, South Korea's Yonhap News Agency reported.
While saying talks between Pyongyang and Washington were possible, the North Korean newspaper said: "Our position is clear. Never dream of denuclearization on the Korean Peninsula before denuclearization of the world is realized."
The United States wants dialogue with North Korea as a way of unilaterally disarming the country, the newspaper charged.
By demanding the North end its nuclear program as a condition for dialogue, the United States has shown its ulterior motive is to remove all nuclear weapons from the country so it can overpower the world, Rodong Sinmnun asserted.
