TORONTO, March 11 (UPI) -- Canada's Parole Board is digging in to a backlog of nearly 22,000 pardon applications that have piled up over time.

Toronto TV station CHCH reported Sunday it will take about two years to catch up.

The pardon requests are from prior to last year when the Harper government quadrupled the application fee to $631, CHCH said.

CFTR-AM, Toronto, reported those who applied under the increased fee will have their cases reviewed first.

There was a crackdown on pardons after a hockey coach was pardoned after being convicted of sexually assaulting young players, the two news outlets said.
