The action plan, issued by the government's General Office of the State Council, includes measures to counter the crimes, and rescue and rehabilitation efforts for victims.
Human trafficking is a serious problem in China, the official Xinhua news agency said, noting numerous cases of young women being kidnapped from poorer regions to be sold to families in faraway areas and married off to "desperate bachelors."
Additionally, babies are being sold to sterile couples, Xinhua said.
In 2011, 8,660 abducted children and 15,458 women were rescued, and 3,195 criminal rings were broken up, according to government figures.
