France weighs war crimes for Rwandan

PARIS, March 4 (UPI) -- French officials are deciding whether a former Rwandan army captain should face a war crimes tribunal for his role in the country's 1994 genocide.

Pascal Simbikangwa was arrested on the French island of Mayotte in 2008 and has been detained in the country since then. Prosecutors in a specially set up office to handle suspects arrested in France associated with genocides or crimes against humanity is weighing what to do with Simbikangwa.

At the time the killing broke out, Simbikangwa was an intelligence officer in Hutu President Juvenal Habyarimnana's government. When Habyarimnana was assassinated, violence across the country resulted in the killing of an estimated 1 million Tutsis in just a month's time.

Radio France Internationale said Monday prosecutors are weighing whether to charge Simbikangwa, 53, with complicity in genocide and/or complicity in crimes against humanity.
