LONDON, Jan. 6 (UPI) -- Officials said the appalling report on the Stafford Hospital in Britain will lead to additional regulations of employees and the National Health Service.

The Sunday Telegraph said the report identified 1,200 people who died needlessly at the Mid Staffordshire NHS Foundation Trust in horrific conditions.

The chairman of the National Health Service, Robert Francis, is set to deliver a statement condemning the incidents and calling for increased regulations.

The Sunday Telegraph said that Francis will ask for greater regulation of managers, more training for nurses and assistants and a complete overhaul of the supervision process.

The report of the Stafford Hospital included accounts of patients being left thirsty and starving in soiled bed sheets, as well as doctors being diverted from critically ill patients to deal with less serious cases.

The Sunday Telegraph said managers at Stafford have replaced nurses with unregistered healthcare assistants in an attempt to cut costs.
