The average compensation package is believed to be $18,267.

Costa Cruises said 23 percent of uninjured passengers have not accepted a compensation offer while 10 percent are taking legal action.

Thirty-two people died in the accident.

"The families of the deceased and guests who were injured and requested medical attention received a separate proposal that takes into consideration the individual cases," the cruise company said.
