State Gov. Ahmed Haroun said an additional 22 people were wounded including 10 children and nine women.

It was the first assault on Kadugli since last year.

A rebel spokesman confirmed the Monday attack and said it was in retaliation for previous attacks carried out by the Sudanese Army.

The incident has been condemned by the United Nations.

U.N. Sudan Coordinator Ali al-Zatari called the attack on civilians "reprehensible," adding it represented a violation of international law.

As a result of the shelling, he said U.N. staff in Kadugli has been relocated.
