Rarely used law targets Hells Angels

WINNIPEG, Manitoba, April 10 (UPI) -- Canadian police in Manitoba are using a rarely invoked law to arrest Hells Angels bikers not charged with an offense, the Winnipeg Free Press said Tuesday.

In recent weeks, at least seven members of the motorcycle gang's Manitoba chapter have been arrested in Winnipeg using peace bonds, part of Canada's Criminal Code that allows for the arrest of someone likely to "commit a criminal offense for the benefit of a criminal organization," the newspaper said.

Those arrested are free after signing agreements to wide-ranging restrictions, the report said. There is a three-page list of people they are not allowed to contact, a midnight curfew and a ban on wearing or possessing anything showing gang emblems.

Any lapses make the person subject to criminal arrest and prison for breaching the bond.

The peace bond arrests also resulted in police confiscating vehicles and other property under the Criminal Property Forfeiture Act, the report said.

Last summer, there was a rash of shootings and fire-bombings in Winnipeg in an apparent drug turf war between Hells Angels affiliates and the rival Rock Machine biker gang, the newspaper said.
