Archbishop Edwin O'Brien, Grand Master of the Order of the Holy Sepulchre and the former archbishop of Baltimore, was also nominated to formally enter the College of Cardinals.
The pope announced the nominees from the window of the papal apartment in St. Peter's Square at noon Friday, the feast of the Epiphany. The formal ceremony will be held in Rome Feb. 18-19, Vatican radio reported.
Eighteen of the nominees are less than 80 years of age, which makes them eligible to vote for pope. Seven of the 18 voting cardinals are Italian and 10 are Vatican officials. Dolan and O'Brien were joined by Archbishop Thomas Collins of Toronto as North American nominees.
