The Kyoto news service said the voting was being watched by political observers as an indication of how Prime Minister Naoto Kan's government was doing in the aftermath of last month's earthquake, tsunami and nuclear crisis.

China's Xinhua news service said the first round of elections took place April 10 and was considered a setback to the ruling Democratic Party of Japan.
