The fire started in a container building and spread to nearby factories before being extinguished by a jointly operated fire station in Kaesong, Yonhap reported.
"Fires are not totally uncommon in the Kaesong industrial complex," one official said.
Officials said the factory has operated in Kaesong since 2005 and employed more than 350 North Korean workers. The factory park is home to more than 120 South Korean companies and employs about 44,000 North Korean workers.
