PHNOM PENH, Cambodia, Nov. 23 (UPI) -- The death toll from a water festival stampede in the Cambodian capital rose to 375 Tuesday with 755 people reported injured, officials in Phnom Penh said.

Cambodian Prime Minister Hun Sen said he was shocked to learn of the stampede and offered his condolences to relatives of the victims, China's official Xinhua news agency reported.

The head of the Council of Ministers held an emergency meeting Monday night with Phnom Penh authorities to discuss the incident.

So far officials haven't determined what caused the crowd to stampede on the final day of the three-day festival of boat races, but a special panel was being assembled to investigate the tragedy.

One possibility for triggering the stampede was a broken bridge, sources said.

A delegation led by Cambodia's deputy prime minister traveled to Koh Pich Island where the festival was held.

Cambodia's water festival is the largest annual festival held in the Southeast Asian country.

Millions of Cambodians travel to the capital each year to see the boat races.
