Manouchehr Mottaki, the Iranian foreign minister, traveled to Nigeria this week to discuss the arms. Ajumogobia said Mottaki allowed Nigerian investigators to question an Iranian at the embassy.

The ultimate destination of the shipment is unclear. Nigerian officials at first feared they might be headed for rebel groups the oil region but now say they believe their country is simply a way station, possibly on the way to Gaza.

Nigeria will submit the case to the United Nations if investigators conclude Iran violated sanctions imposed on its nuclear program.
