BELGRADE, Serbia, Sept. 28 (UPI) -- Serbian President Boris Tadic says the destruction of Telecom Serbia property in Kosovo is a provocation.

He said the destruction of telephone lines would not help the European Union-sponsored talks between Belgrade and Pristina, Belgrade broadcaster B92 reported.

Tadic said, "Today we are making every attempt to prevent such provocations and to re-enable telecommunication systems so that telephone signal could reach all citizens living in Kosovo, regardless of ethnicity." He added that Serbia will talk with "all the factors in international politics about the provocation."

The Serbian army will not react to the destruction, the report said.

Tadic said, "Let me say with confidence that Serbia, as a signatory of the Dayton Accords, remains committed to the international treaty, which has guaranteed peace and stability, not only in Bosnia, but also the entire Western Balkans."

The 1995 accords put an end to the 3 1/2-year war in Bosnia.
